Military & Veterans Code (MVC) Section 1192(a) allows counties to levy and collect a special tax of up to .003 per dollar of assessed valuation of all taxable property in the county to support veteran facilities and programs. MVC § 1192(b) permits county boards of supervisors to incur bonded indebtedness for these purposes, and MVC § 1192(c) allows counties to levy and collect an additional tax to pay the principal and interest of this bonded indebtedness.
A preliminary examination of three rural California counties shows two utilize MVC §§ 1192 funding, and one does not.
This is a study of all 58 counties in California to determine who uses MVC § 1192 special taxes. Your participation is appreciated. Respectfully, the following public records are requested for the most recent fiscal year for which records are available:
- Total amount of MVC § 1192(a) tax collected
- Total amount of MVC § 1192(b) tax collected
- Total amount of MVC § 1192(c) tax collected
These public records could be in the form of a page from a report, a spreadsheet print out, etc. It would be OK to provide these data in a short email if you prefer.

Please note: All participants will receive a copy of the results. We hope all 58 counties will participate, and that this study will be completed by October 15, 2019. That is the date we would like to send the results.
